How disturbing to learn that this occasion marks the third time Hill has served a jail sentence as a dangerous child sex offender — having been released each time with the strict warning ‘highly likely to offend again and poses considerable threat in the community.’

Who can say how many offences were committed between intervals before he was caught each time?

It is an extreme lapse of justice when a Judicial system sets out to protect the victim rather than the criminal.

Should an irresponsible judge escape being charged with aiding and abetting dangerous child sex offenders over and above innocent victims?

It has been pointed out that, because of the extremely high recidivism rate of such deplorable crimes — most all have committed more than one offence — dangerous sex offenders should be jailed for life.

A 25-year followup study released in 2004 by Ron Langevin et al, University of Toronto, recidivism of sex offenders, reports that 89.88 per cent to 94.1 per cent of child sex abusers re-offend.

What sort of message is being sent out to other habitual dangerous child sex offenders who have been waiting in the wings to see the outcome of another of their ilk, Hill, who has so offended in the past?

The year previous, on Nov. 20, 2009, James Daryle Hill was released to Red Deer streets from custody after serving l20 days (4 month) sentence.

It was reported that James Hill has a lengthily criminal history of committing sexual offences against young females within the Province of Alberta.

He was not to attend any public park swimming area, etc, where there are children under the age of l4.

A vivid description was given of his height, eye color, etc.

Would Hill not have been more easily recognized had he been required at least to wear ankle bracelets?

It is also notable that on Aug. 16, 2007, James Daryle Hill’s trial proceeded re attempting to obtain sexual services of two young girls — also he was charged with committing an indecent act. Same warning was given upon release at this time.

We are unlike the US where sex offender registries are available at all times on line.

They are meant to allow the public to find the location of dangerous sex offenders.

Strict enforcement of any change in the residence of such an offender is required, regardless of where the conviction occurred.
