What is the object of the masterminds that set the schedules for street cleaning in Red Deer?
In winter we have next to no residential snow removal, but come spring, they choose the busiest streets, at the busiest times, for street cleaning.
Is the object the maximum amount of disruption possible? Or is there a logical answer to this question?
