An Arrow Arc welder secures concrete slabs as another is flown in by crane to be placed by an Eagle Builders crew for the new Bower Ponds pavilion Thursday. The $300,000 structure replaces its 25-year-old wooden predecessor in the same location. Other work to improve the city’s recreation gem includes a $150,000 serenity garden complete last year and a $700,000 playground, the city’s biggest, to be done later this year.
