Council tackles garbage request

Councillors will be asked to authorize the requests, which would see an estimated 20,000 tonnes of solid waste from the county and 3,000 tonnes from Blackfalds.

Both Mayor Morris Flewwelling and City Manager Craig Curtis support the recommendation of the city’s two top wastewater and environmental services department heads.

In a report to council, Elaine Vincent, legislative services manager, says the requests are both temporary.

She says the access is based on Plasco Energy Group building a waste to energy plant in the county in the next two to four years.

The city currently accepts waste from six municipalities located within the county.

In the past the city accepted county waste but since July 2006 the process stopped.

The report says a timetable for building another cell or dumping site, at the waste facility location, would be hastened by a year to accommodate the requests.

That would cost about $300,000 in this year’s waste management capital budget.

It’s also estimated the requests would generate about $850,000 in tipping fees, which would be used to cover increased operating costs and transfers to capital reserves for the new cell.

Estimates indicate the waste site has another 35 years of life. Taking on the requests reduces the life by five years.
