Parkade rules built into bylaw

Red Deer residents won’t be able to use a skateboard, bike or rollerblades in the city’s new parkade, or store any vehicle at it for more than 36 hours if a bylaw is passed at Red Deer city council on Monday night.

Red Deer residents won’t be able to use a skateboard, bike or rollerblades in the city’s new parkade, or store any vehicle at it for more than 36 hours if a bylaw is passed at Red Deer city council on Monday night.

The bylaw would amend the city’s Traffic Bylaw and cover the rules of conduct at the parkade, which is under construction above the transit terminal, along 49th Avenue between 48th and 49th Streets.

Joyce Boon, manager of inspections and licensing with the City of Red Deer, said the city has already put bylaw provisions in place covering the transit terminal, but wanted to be proactive and put forward the bylaw well before the parkade opens. She said the bylaw provisions are to keep the parkade safe and clean for the public.

The bylaw could pass all three readings on Monday, depending on whether city councillors have other questions or concerns.

The $21.3-million parkade will add 400 parking stalls to the city’s downtown and is expected to be completed this summer.

The structure, designed by John Murray Architectural Associates, will include two green roofs and two elevators. Vegetation on the curved roofs, which are not accessible to the public, will trap rainwater and generate oxygen.

The parkade is expected to have high-end coffee kiosk within it.
