Billing clerk in Red Deer fined $5,000 after pleading guilty

A former billing clerk with Alberta Health Services has been fined $5,000 for illegally accessing health information.

Rosario Aldave pleaded guilty to the offence in Red Deer provincial court last Wednesday, the Office of the Information and Privacy Commissioner said Thursday in a news release.

Aldave was found to have accessed the health records of 52 Albertans without authorization.

Besides her fine, she was ordered not to access health information for one year. The unauthorized accesses occurred in Red Deer.

AHS discovered the breaches after it began an internal audit of an electronic health records system. AHS started the audit after being alerted to allegations that Aldave had accessed health information without permission.

AHS reported the breaches to the Office of the Information and Privacy Commissioner in June 2018.

“This was the second conviction against an individual for knowingly accessing health information in contravention of the Health Information Act in 2019,” says the office, adding it marked the 11th conviction under the act overall.
