A backhoe contracted by the City of Red Deer piles dirt and gravel on a closed 55th Street outside Julietta’s Place Tuesday. The excavation enabled a Public Works crew to begin installing underground services for the $1.6-million, 10-suite building by Central Alberta Women’s Outreach to provide temporary transitional housing for abused women and their children.
