The next a blinding flash of reflective sunlight from a parking meter strikes your eye you can blame Steph Dwyer of the Red Deer city’s public works department. She is responsible for keeping them painted and clean. On some days she finds herself cleaning approximately 12 to 16 blocks of parking meters.
