Red Deer city council gives initial support to multi-residential use for Taylor Drive site

A new apartment building and assisted living facility could be developed

Red Deer city council gave tentative approval to a zoning change that will potentially allow a new apartment and assisted living facility to be built on Taylor Drive, north of 67th Street.

The site at 6970 Taylor Drive is located within the Golden West neighbourhood, and is just north of the existing Points West Living retirement community at 6950 Taylor Drive.

The property is now zoned for commercial uses and will retain this zoning so that more types of future uses can be allowed on site — but councillors gave initial support on Monday to a site exception that would allow for multi-residential as a discretionary use.

The amendment could pave the way for a multiple-family building to be developed, as well as an assisted living facility that would offer residents meals and other services.

Councillors were informed an application has come in from a party interested in starting such a development. But since the property is currently used for industrial storage, an environmental assessment will first be required.

City administration considers the multi-family use appropriate for the site and in alignment with the city’s strategic and municipal development plans.

A report to council noted this site exception application was fast-tracked and prioritized because it supports the city’s initiatives to get more types of housing built. (On May 1, council directed administration to prioritize zoning and permitting processes for housing initiatives.)

Several factors make the property appropriate for multi-residential: It’s within walking distance of the Taylor Crossing commercial area and several commercial businesses along 67 Street. Also, health services, restaurants, and a grocery store are within 500 metres. And transit stops are close by.

Surrounding parcels to the west and north are within the I1 Industrial (Business Service) District and are used for light industrial purposes. Off-site nuisances, such as noise, odours, dust, and fumes are not permitted.

Across Taylor Drive is a manufactured home park within the R4 residential (manufactured home) district. Directly and south of the site is another assisted living facility, also within the C4 district.

Final approval of the discretionary use will be decided after a public hearing is held at 5 p.m. on July 24 at City Hall.
