TORONTO — A first for the CFL.

Commissioner Mark Cohon announced Thursday all of the league’s teams were under the $4.3-million salary cap in 2011. It marks the first time all CFL clubs have been under the cap since it was introduced in 2007.

“The success of our salary management system underlines our teams’ commitment to putting a great product on the field and following sound business principles at the same time,” Cohon said.

“The work our board of governors and our football leaders have done on this issue is an important building block in our league’s strong foundation.”

The cap for 2012 will increase to $4.35 million.

Teams that exceed the cap are fined one dollar for every dollar they’re over up to $100,000 and $2 for every dollar between $100,000 and $300,000 plus the loss of their first-round draft pick. The fine increases to $3 for every dollar over the cap beyond $300,000 with the loss of a club’s first two draft picks.

But with every team adhering to the cap in 2011, there will be no change — barring trades — in the order of this year’s draft, which will be held May 3.

The Saskatchewan Roughriders hold the first overall selection, followed by Edmonton, Hamilton, B.C., Calgary and the Eskimos again before the Grey Cup-champion Lions complete the first round.
